The book itself is a piece of art, printed on thick brown craft-paper that mirrors the mud walls of Meena homes and silk-screened by hand in Tara Books' fair-trade workshop in Chennai. Each image in every book is thus an original print, and the pages themselves emit the rich earthy smell of artisanal craft.

This is one of the several divorce orders that this organization has passed since its inception in 1958. At least three women, including Pratibha, who feel the body has encroached upon their human rights, have approached the commission (RSHRC), which on July 6 issued a notice to the Rajasthan government and state police asking how a caste panchayat can be allowed to run like a parallel court.

Gul Meena’s story, as best it can be pieced together from relatives, tribal elders and others, gives insight into that deeply entrenched tribal culture. But it is also a story about a society struggling to come to terms with a different way of thinking about women.

It is a credit to many people — villagers, doctors, the police, rights advocates — that they chose to help Gul Meena, overcoming centuries of distaste for dealing with so-called moral crimes. The doctors at the Nangarhar Regional Medical Center who first treated her and cared for her for weeks were aware of her likely transgressions and chose to ignore them. However, the doctors, who say Gul Meena is about 18, were also bewildered about what to do with her.

“What is destroying us is this useless, unofficial justice, these tribal jirgas. The tribal elders, the jirgas, always violate the provisions of the law,” he said. “Many things in this case need investigation: why did she run away from her husband’s house? Maybe he was old, maybe he was impotent, maybe he didn’t feed her,” he added. “They should bring her to the court. We have laws in this country.”

NEW DELHI: A simple comma changing the entire profile of a community! It may sound unbelievable, but this is what happened in the report of the National SC/ST Commission, set up in 1954, which saw the Meenas, a rich land-owning community mainly inhabiting the western districts of Rajasthan, being conferred the ST status.The commission wanted to recommend ST status to ‘Bhil Meenas’, a community dotting the south-eastern parts of Rajasthan and adjoining areas in Madhya Pradesh and Gujarat. However, the printed version of the report, by mistake advocated granting ST status to “Bhil, Meenas”. Thus Meenas were also inducted into the ST list.And now, having cornered a lion’s share of the government jobs reserved for the tribals, they are, not surprisingly, up in arms against the proposal to facilitate the migration of Gurjars from the list of OBCs to STs in the state.
